The ideal candidate for this position will have experience in IT systems administration, radio broadcast systems, information security, satellite communications, High-Altitude Electromagnetic Pulse protection, emergency power systems, large-scale fuel storage systems.

GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled. The qualification requirements listed below must be met by the closing date of this announcement. To qualify for this position at the GS-14 level, you must possess one full year of specialized experience equivalent to at least the GS-13 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Provides expert analysis and advice on complex program-related technical communication, information (IT), resiliency, continuity, protective measures, and other issues or problems., Integrating communications systems and physical technical components (such as software and hardware, security, radio-frequency (RF) transmitters, receivers, antennas, grounding systems, fuel storage and distribution. , Analyzing and advising on complex program-related technical integration of information technologies (IT) and communications systems, resiliency, continuity, and protective measures. Possess technical and acquisition expertise necessary to develop requirements and scopes of work, evaluate engineering and contractor proposals, negotiate construction contracts and modifications, manage cost, schedule, performance, and risk, resolve complex technical and contractual issues, and coordinate effectively with broadcasters, engineers, contractors, equipment manufacturers, utilities, and federal, state, and local authorities to ensure the continued resilience and operational readiness of the National Public Warning System. OR Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
