Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes the following: 1) Developing, evaluating, or executing comprehensive, multi-facility installation or theater master plans; integrating infrastructure (utilities, transportation, force protection, environmental constraints) with operational posture and mission requirements; 2) Leading or synchronizing planning efforts across joint service components, interagency partners, or foreign government counterparts (e.g., Status of Forces Agreements [SOFA], bilateral relocation programs, or host-nation funded construction programs); 3) Coordinating and synchronizing real estate actions (land use agreements, rights-of-way, property returns/grants, boundary reconciliations) with approved master plans and long-range military construction priorities; and 4) Preparing executive-level decision packages, risk assessments, and resource justifications; representing the organization in formal governance forums, subcommittees, or working groups to defend planning positions and negotiate programmatic tradeoffs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
