Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Formulate comprehensive annual budget submissions by analyzing historical data and checking quantitative justifications for compliance with command policy; 2) Monitor budget execution and expenditure rates through regular audits of financial records to prevent violations of spending laws; 3) Interpret congressional legislation and federal financial regulations to provide expert guidance on funding availability to program managers; and 4) Train civilian and military financial personnel on complex resource management processes, year-end closing procedures, and audit trail maintenance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). To be eligible for promotion or placement under this plan, applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 calendar days after the closing date of the announcement, or within 30 calendar days after the date of the rating for open continuous announcements.
