Job Summary

This position is being filled under a stream-lined hiring authority, Title 21 of the United States Code (21 US Code 379d-3a) as amended by the 21st Century Cures Act of 2016, section 3072 and the Consolidated Appropriations Act of 2023, Section 3624. The candidate selected for this position will serve under a career or career-conditional appointment and be paid under the provisions of this authority. This position is being recruited based on the Title 21 Pay Table 7, Band F.

Job Description

In order to qualify for the Senior Advisor for Revenue Management position which falls under the 0301 occupational Series, you must meet the following requirements by 11:59 pm EST on 07/27/2026: Minimum Qualification Requirements: Experience that provide knowledge of current, past, and future skillsets needed for occupational specialty. Mastery of federal user fee statutes, regulations, and policies governing the assessment, collection, and management of user fee revenues across FDA's drug, biologics, and animal drug programs. Broad understanding of the legislative, financial, and operational dimensions of FDA's user fee programs, as well as the agency's broader mission, organizational structure, and strategic priorities. May have skills in other occupational specialties relevant to their work. Profound subject matter expertise in user fee assessment, collections, and revenue management, to independently analyze and resolve novel and complex issues with significant programmatic, financial, and regulatory implications. -AND- Education/Relevant Years of Experience: Applicants must meet one of the following education and/or relevant years of experience combinations to qualify for the Senior Advisor for Revenue Management, RC-0301-00, Band F position (GS-15 equivalent): Bachelor's degree AND six (6) years of comparable work engaging in a broad range of internal and external stakeholders, including agency leadership, regulated industry representatives, and congressional staff, to communicate complex user fee policy and programmatic matters with authority, clarity, and diplomacy in high-stakes forums such as user fee negotiations, reauthorization proceedings, and executive-level briefings. Master's degree AND five (5) years of comparable work engaging in a broad range of internal and external stakeholders, including agency leadership, regulated industry representatives, and congressional staff, to communicate complex user fee policy and programmatic matters with authority, clarity, and diplomacy in high-stakes forums such as user fee negotiations, reauthorization proceedings, and executive-level briefings. Doctorate degree AND three (3) years of comparable work engaging in a broad range of internal and external stakeholders, including agency leadership, regulated industry representatives, and congressional staff, to communicate complex user fee policy and programmatic matters with authority, clarity, and diplomacy in high-stakes forums such as user fee negotiations, reauthorization proceedings, and executive-level briefings. MD/DO/DDS/DPM/DVM degree AND three (3) years of comparable work engaging in a broad range of internal and external stakeholders, including agency leadership, regulated industry representatives, and congressional staff, to communicate complex user fee policy and programmatic matters with authority, clarity, and diplomacy in high-stakes forums such as user fee negotiations, reauthorization proceedings, and executive-level briefings. No Qualifying degree - Nine (9) years of comparable work engaging in a broad range of internal and external stakeholders, including agency leadership, regulated industry representatives, and congressional staff, to communicate complex user fee policy and programmatic matters with authority, clarity, and diplomacy in high-stakes forums such as user fee negotiations, reauthorization proceedings, and executive-level briefings.
