Position Minimum Qualification Requirements You must meet all the minimum qualifications listed below. Professional Experience Requirement: Four (4) or more years of full-time experience in leading complex, multi-location (organization-wide) audits, evaluations, assessments, and/or reviews at an Office of Inspector General or similar audit organization. (Your resume must reflect where, when, and how you gained this experience) Education Requirement: Degree in auditing or in a related field (please see below list for related field degree list) such as business administration, finance, public administration, or accounting (must submit transcripts from an accredited college or university.) OR A combination of education and experience - at least four (4) years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: Certificate such as a Certified Internal Auditor (CIA) or a Certified Public Accountant (CPA), obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours (must submit transcripts from an accredited college or university.) Auditor (0511) Related and Accepted Degrees: Business Related, including but not limited to: Auditing, Accounting, Business Administration, Economics, Finance, International Business, Management, Marketing, Organizational Behavior/Psychology, etc. Government Related, including but not limited to: Criminal Justice, Political Science, Public Administration, Public Policy, Law, Public Relations/Communications, etc. Technically Related, including but not limited to: Engineering, Cybersecurity, Human Resources, Information Technology, Journalism/Investigative Reporting, Logistics, Supply Chain Management, etc. Desirable Qualifications Knowledge of Postal Service operations, activities, and performance. Advanced degree in analytics, accounting, finance, economics, business, law, public administration, public policy, or a related field. Intellectual curiosity and experience in imagining strategic solutions to complex problems. Detail-oriented and ability to meet tight deadlines. Proficient report writing and editing skills. In-depth knowledge of Generally Accepted Government Auditing Standards. Proficiency in data analytics tools such as R, ACL, Python, or similar platforms, with a strong ability to apply programming skills for advanced data analysis and visualization to enhance audit processes and decision-making. Professional certification(s), i.e. CPA, CIA, Certified Fraud Examiner, etc. Evaluation Factors | How you will be evaluated: You must have the experience, knowledge, and skills as listed in each of the evaluation factors listed below. Include your major accomplishments relevant to the position requirements and factors in your resume. Mastery of a professional knowledge of the theories, practices, methods, and techniques of auditing sufficient to plan, conduct, and lead difficult assignments involving inter-relationships between and among programs, functions, policies, and various issues, as well as overseeing and participating in the development of audit policy guidance. Knowledge of the organization of the Office of the Inspector General, its mission, program objectives and operations, and the relationship of audit functions with agency management functions. Skill in planning work to be accomplished by subordinates; setting priorities; evaluating performance; giving advice, counsel, and instructions; effecting minor disciplinary actions; and, identifying developmental and training needs. Skill in defining problems, analyzing alternatives, and recommending solutions to complex problems or issues, specifically using data mining and/or data analytics. The employee makes decisions that involve major uncertainties regarding the most effective approach or methodology to be applied. These changes typically result from continuing changes in customer business requirements or rapidly evolving technology in the specialty areas. The employee develops new standards, methods, and techniques; evaluates the impact of technological change; and/or conceives of solutions to highly complex technical issues. The work frequently involves integrating the activities of multiple specialty areas. Ability to express and present ideas clearly and concisely, both orally and in writing. Failure to demonstrate that you meet all the preceding evaluation factor requirements will result in a score of zero (0), an ineligible status, and you will not be referred for further consideration.
