Position Minimum Qualification Requirements You must meet all minimum qualifications listed below. Professional Experience Requirement: Two to four (2-4) years of professional, full-time experience conducting program and/or performance audits in accordance with Generally Accepted Government Auditing Standards at an Office of Inspector General or similar audit organization to determine the efficiency and effectiveness of programs, functions, and operations (your resume must reflect where, when, and how you gained this experience.) Education Requirement: Degree in auditing or in a related field (please see below list for related field degree list) such as business administration, finance, public administration, or accounting (must submit transcripts from an accredited college or university.) OR A combination of education and experience - at least four (4) years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: Certificate as a Certified Internal Auditor (CIA) or a Certified Public Accountant (CPA), obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours (must submit transcripts from an accredited college or university.) Auditor (0511) Related and Accepted Degrees: Business Related, including but not limited to: Auditing, Accounting, Business Administration, Economics, Finance, International Business, Management, Marketing, Organizational Behavior/Psychology, etc. Government Related, including but not limited to: Criminal Justice, Political Science, Public Administration, Public Policy, Law, Public Relations/Communications, etc. Technically Related, including but not limited to: Engineering, Cybersecurity, Human Resources, Information Technology, Journalism/Investigative Reporting, Logistics, Supply Chain Management, etc. Desirable Qualifications Advanced degree. Experience with using techniques from a range of disciplines, including computer programming, mathematics, and statistics, to draw conclusions from data to describe, predict, and improve performance. Use of software such as ACL, R, SAS, SPSS, and Power BI is a plus. Evaluation Factors | How you will be evaluated: You must have the experience, knowledge, and skills as listed in each of the evaluation factors listed below. Include your major accomplishments relevant to the position requirements and factors in your resume. Failure to demonstrate that you meet all the evaluation factor requirements as listed below will result in a score of zero (0), an ineligible status, and you will not be referred for further consideration. Knowledge of organizational or program practices, policies, and functions sufficient to independently (or within teams) plan across functional areas and conduct a variety of assignments or investigations. Ability to plan, execute, and lead audits, request and accurately analyze appropriate reports and data, and effectively interact with employees and management to generate audit recommendations that improve agency efficiency and effectiveness. Ability to demonstrate practical application of critical thinking skills while applying new developments in auditing concepts and techniques to changing programs in order to increase Audit program efficiency and effectiveness in identifying problems, gathering information, and writing reports. Ability to develop methods to isolate and identify conditions affecting mission capability, susceptibility to fraud, and the potential for increased efficiency to generate recommendations to the agency. Ability to use Microsoft products (e.g. Excel, Power BI) and auditing software to plan and track audits, analyze data, and present findings. Ability to communicate in writing and verbally concise and comprehensive information on matters of a complex nature which are appropriate for the targeted audience and require minimal editing.
