This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as an Information Systems Security Manager (ISSM) in the Headquarters, US European Command (EUCOM), C4/Cyber Directorate, Chief Information Office Division, Cybersecurity Branch, responsible for the cybersecurity of command programs, organizations, and systems.

Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes (1) Managing an organization's cybersecurity program, including implementing Risk Management Framework (RMF) processes, reviewing accreditation documentation, and assessing system vulnerabilities for compliance with federal and DoD cybersecurity requirements; (2) Providing expert cybersecurity guidance to senior leaders and program managers, including evaluating cybersecurity posture, recommending mitigation measures, and supporting incident response activities; (3) Overseeing cybersecurity operations and readiness, including monitoring vulnerability management actions, ensuring secure network connections, and supporting defensive cyberspace measures; and (4) Administering cybersecurity training and compliance programs, including tracking user certifications, validating privileged-user requirements, and enforcing mandatory cybersecurity training and policy adherence.
