Job Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as an Information Systems Security Manager (ISSM) in the Headquarters, US European Command (EUCOM), C4/Cyber Directorate, Chief Information Office Division, Cybersecurity Branch, responsible for the cybersecurity of command programs, organizations, and systems.

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes (1) Managing an organization's cybersecurity program, including implementing Risk Management Framework (RMF) processes, reviewing accreditation documentation, and assessing system vulnerabilities for compliance with federal and DoD cybersecurity requirements; (2) Providing expert cybersecurity guidance to senior leaders and program managers, including evaluating cybersecurity posture, recommending mitigation measures, and supporting incident response activities; (3) Overseeing cybersecurity operations and readiness, including monitoring vulnerability management actions, ensuring secure network connections, and supporting defensive cyberspace measures; and (4) Administering cybersecurity training and compliance programs, including tracking user certifications, validating privileged-user requirements, and enforcing mandatory cybersecurity training and policy adherence. In addition, experience must demonstrate each of the four competencies: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
