Job Summary

About the Position: The Program Analysis Officer (Continuity of Operations), GS-0343-15, provides technical and management duties to establish and sustain continuity of operations and government programs within the US European Command (EUCOM) ECJ3 Antiterrorism Division. The incumbent is responsible for full spectrum planning and strategy support, command and control (C2), and integration planning efforts in the area of continuity of operations (COOP).

Job Description

Term Appointment NTE - Position may be filled as a term appointment NTE 2 years. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Planning for short and long-term operations to include analysis of operations in areas such as manpower, workload distribution, resource allocations, operational problems and conflicting priorities; 2) Coordinating and developing policy, mission objectives and procedures in support of strategic operations; AND 3) Advising leadership and personnel on current and future operational plans in order to effectively train, organize, equip, and staff the organization. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
