Job Summary

This position is located in the Executive Office of the President, Office of Management and Budget and serves as a senior examiner and expert for all matters pertaining to a specific area of assignment. The incumbent plans, conducts, and completes special analyses and studies to support budget, legislative, management, financial management, procurement, information resources and regulatory policymaking for major federal programs and issues.

MINIMUM QUALIFICATION REQUIREMENTS All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-09 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private sector that demonstrates 1-Assisting in the performance of qualitative and quantitative analyses of policy, budget, or program data to identify trends, issues, and anomalies; 2-Drafting written products (e.g., briefing papers, memos, or reports) that summarize analytical findings and present substantiated recommendations to higher-level management; and 3-Assisting in the monitoring of policy implementation or budget execution, including identifying potential funding shortfalls or compliance issues. OR A master's or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B./J.D., in a closely related field. OR A combination of experience and education. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9.) You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private sector that demonstrates 1-Analyzing complex policy, budgetary, or program data using qualitative and quantitative techniques to identify trends, discrepancies, or inefficiencies; 2-Developing actionable options, recommendations, and justification materials for higher-level decision-makers; and 3-Drafting and presenting written products, such as issue papers, briefings, or reports, to communicate multifaceted analysis to management. OR A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or possession of a Ll.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of a Program Examiner. OR A combination of experience and education. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9.) You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector that demonstrates 1-Drafting and presenting comprehensive, high-stakes written products (e.g., policy memos, briefing books, decision papers) to senior leadership that succinctly analyze complex issues, evaluate policy options and their implications, and provide actionable recommendations; 2-Utilizing quantitative or qualitative analytic methods-such as applied economics, econometrics, financial modeling, statistical analysis, or cost-benefit analysis-to evaluate program performance, operational efficiency, or financial data; and 3-Developing, implementing, or evaluating strategic initiatives to improve the effectiveness, efficiency, and productivity of organizational programs, and identifying metrics to measure success. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector that demonstrates 1-Conducting complex qualitative and quantitative analyses of policy, budget, and programmatic issues, identifying trends, and assessing the impact of legislative changes; 2-Applying analytical, evaluative, and modeling methods to evaluate program efficiency and effectiveness; 3-Leading the development and presentation of actionable, evidence-based recommendations to senior-level decision makers regarding program initiatives and strategic planning; and 4-drafting, presenting, and defending in-depth written products to explain policy options, implications, and strategic alternatives to diverse audiences, including executive leadership and external stakeholders. You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates 1- Leading comprehensive budget, legislative, and program analyses to evaluate the effectiveness, efficiency, and performance outcomes of major Federal programs, operations, or policy initiatives.; 2-Analyzing complex program plans, financial data, and legislative proposals to develop actionable, data-driven recommendations on the costs, benefits, and impacts of alternative policy options for senior decision-makers; 3-Directing or participating in the formulation and execution of multi-million to multi-billion dollar budgets, including reviewing complex agency submissions, identifying budgetary trends, and providing recommendations to resolve critical financial problems; 4- Synthesizing voluminous and complex information into clear, concise, and persuasive written products, decision memoranda, or briefings for executive-level officials; and 5-Collaborating with diverse stakeholders to lead policy development, program evaluations, or management improvement initiatives, resulting in measurable improvements to program performance. You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates 1-Serving as a senior advisor leading, directing, and executing comprehensive, cross-cutting analyses of major Federal programs, budgetary impacts, and legislative policy issues, providing actionable, data-driven recommendations to agency leadership or external stakeholders to influence strategic decision-making; 2-Formulating, justifying, and overseeing the execution of complex budgets and financial plans, including reviewing major agency submissions for compliance with policy, developing agency-wide guidance, and advising senior executives on resource allocation to align with strategic goals; 3-Engaging and negotiating with high-level officials to defend agency positions, influence policy, and secure approval for major budget or programmatic initiatives; 4-Resolving highly complex, cross-cutting policy or program issues that involve competing priorities, identifying innovative or non-traditional solutions to mitigate risks and improve organizational performance; and 5-Leading or coordinating interagency working groups, task forces, or specialized teams, providing strategic guidance on analytical work to support priorities and long-term national policy objectives.
