The incumbent serves as an assistant, providing the full range of support functions within this Division.
Job Description
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-09 level, if you fulfill the following qualification requirement: A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private sector, that demonstrates the following: 1. Processing and reviewing a variety of personnel actions to ensure compliance with applicable HR regulations, policies, appointment authorities, pay systems, and required supporting documentation; and 2. Maintaining and analyzing employee personnel records and HR/payroll data in automated personnel systems, identifying discrepancies, researching applicable guidance, and resolving issues related to personnel actions, employee records, or pay. OR B. A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position; OR C. A combination of education and experience as listed above. You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private sector, that demonstrates the following: 1. Processing and troubleshooting a variety of personnel actions to ensure compliance with applicable HR regulations, policies, appointment authorities, and pay systems; 2. Reviewing and auditing employee personnel records and HR/payroll data in automated personnel systems by identifying discrepancies, researching applicable guidance, and resolving issues related to personnel actions, employee records, or pay; and 3. Providing technical HR support and advice to employees, managers, supervisors, or HR professionals on personnel actions and programs such as staffing and recruitment, benefits, leave administration, or other human resources functions. OR B. A Ph.D. or equivalent doctoral degree, 3 full years of progressively higher level graduate education leading to such a degree, or a LL.M. that is related to the position being filled. OR C. A combination of graduate level education and specialized experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent of the specialized experience requirement. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
