This position is located in the Office of Addiction Prevention (OAP). The OAP's mission is to develop and implement evidence-based public health policies to reduce drug use and its consequences as well as to coordinate interagency public health efforts. **Notice: More than one selection may be made within 90 days of the issuance of the certificate, if additional vacancies occur.

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one full year (52 weeks) of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements: A. You may qualify for the GS-11 level if you possess at least one year (52 weeks) of full-time specialized experience equivalent to the GS-9 grade level in the Federal service or equivalent experience in the private sector performing all of the following: (1) Applying knowledge of public health and substance abuse disorder issues in order to assist in developing policies aimed at reducing drug use and its consequences; (2) Extracting, analyzing, or synthesizing key points from large datasets and materials to prepare reviewable documents; (3) Providing support on the development of drug policy related to primary prevention, access to evidence-based treatment, recovery services, or overdose response; and (4) Assisting leaders or senior staff with intra-agency and/or interagency collaboration, at various levels, to achieve goals and objectives. -OR- B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include public health and public policy. -OR- C. A combination of education and experience as listed above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
