Job Description
You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Experience serving as the senior programming and planning cost estimate advisor and analyst concerning multiple programs across a broad range of activities. Experience identifying complex emerging operational requirements, analyzing impact on assigned programs, and developing recommendations to prioritize resource requirements for acquisition programs. Experience developing Statement of Objectives (SOO), Award Fee Plan, Contract Deliverables Requirements List (CDRL), Sole Source Justifications, Simplified Acquisition Procurement (SAP) and government cost estimates for submission to the contracting officer. Experience coordinating and consolidating departmental budget inputs, to include developing narrative data for O&M and RDT&E budgets, Program Objective Memorandum (POM), and other documents and exhibits as required. Experience developing and implementing near- and long-term goals for personnel supervised, and delegating work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
