Job Summary

This position is part of the Defense Nuclear Facilities Safety Board. The incumbent will be responsible for all financial management programs and related operations to establish more effective general and financial management practices; improve the system of accounting, financial management and internal controls; and provide to produce complete, reliable, timely and consistent financial information for the use by management, the Office of Management and Budget (OMB), and Congress.

Only experience and education obtained by the closing date of this announcement will be considered. At the GS-15 level, you must meet the following qualification: One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-14) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties the position. Specialized experience for this position defined as: Applied financial management laws, represented the organization to resolve complex issues through the use of OMB guidelines; Authoritatively managed all aspects of a financial service program through independent monitoring and auditing of activities to ensure appropriateness and accuracy with accounting procedures/controls; Established and maintained internal financial controls and the reporting requirements for filing financial statements/annual reports; AND Developed innovative procedures/new problem-solving techniques to resolve problems relating to contractor projects/ payments and served as a technical expert to assess program quality/recommended process improvements. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
