Job Description

To qualify for a Property Disposal Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to the position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Performing property disposal management, control and advisory activities. Developing property disposal policies and procedures. Performing reutilization, transfer, donation and sales of products. Assuring precise property accountability while advising on optimal warehousing standard. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To be found well-qualified as an ICTAP applicant, individuals need to demonstrate the ability to perform the common tasks of the job to be filled as well as more complex duties such as: Expertise in property disposal concepts, principles, and practices to interpret, advise, and analyze programs for compliance and problems; thorough knowledge of federal, and local hazardous material/hazardous waste (HM/HW) regulations and laws; ability to make high-impact decisions affecting the content, interpretation and development of contracting policies for critical procurement programs that require special management attention; and have the ability to independently conduct analytical projects, improve program efficiency, and prepare clear written decisions, while effectively communicating, defending, and reporting positions to Sales contracting personnel, customers, and senior management.
