To qualify for a Human Resources Specialist, GS-14, your resume and supporting documentation must support: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Program Management: Conceiving, planning, and managing aspects of HR programs or projects of broad scope impacting Federal Civilian HR systems. Project & Study Leadership: Coordinating and overseeing complex Federal Civilian HR studies or projects with far-reaching or agency-wide impact. Policy Execution: Designing, integrating, implementing, or evaluating Federal Civilian HR policies, practices, or strategic initiatives. Policy Analysis: Conducting comprehensive HR policy analyses of statutes, regulations, case law, or government-wide policies. Strategic Presentation: Presenting complex HR information, strategic advice, and data in a clear, concise, and logical manner to executive leadership, both orally and in writing. Applicants must meet eligibility requirements including time-in-grade, time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.
