Job Summary

This position is part of the Defense Human Resources Activity. The incumbent will be responsible for independently providing highly complex human resources (HR) management advisory and technical services on the most important and substantive organizational functions and work practices to Department of Defense (DoD) and components' management and subject-matter experts, identifying and proposing solutions to the most significant, complex and difficult DoD HR issues.

Job Description

You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Senior advisor and subject matter expert on the Federal Employees' Compensation Act (FECA) and Department of Labor's Office of Workers' Compensation Programs (OWCP), providing authoritative interpretation, technical guidance, and policy recommendations to leadership and DoD Components. Developing, implementing, and evaluating agency-wide injury compensation policies, procedures, and strategic initiatives to ensure compliance with federal laws, regulations, and DoD directives. Analyzing injury compensation program data and case trends to identify program risks, cost drivers, and areas of efficiency recommending corrective action to improve return-to-work outcomes and reduce department-wide chargeback costs. Advising senior leaders, agency heads, and HR staff on complex, sensitive, or precedent-setting injury compensation cases. Leading cross functional teams and workgroups to develop training, communication tools, and process improvements for Agency FECA Program Managers and Component Injury Compensation Specialists. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
