Job Summary
This position is part of the Defense Human Resources Activity. The incumbent will be responsible for performing a variety of civilian HR functions for DHRA. As a HR Specialist, the incumbent is responsible for providing management advisory services and support affecting highly complex, frequently changing organizations with a wide variety of difficult position and personnel actions which are often sensitive and extremely difficult in nature.

You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Advanced Advisory Services: Experience serving as a subject-matter expert to management on a wide variety of complex, sensitive, and difficult civilian HR issues, including providing authoritative interpretations of policy, regulations, and law. HR Information Systems and Data Analysis: Proficiency in using automated personnel systems such as the Defense Civilian Personnel Data System (DCPDS) and USA Staffing to process actions, as well as the ability to independently extract, troubleshoot and resolve difficult issues/problems requiring consideration of the total human resource management program. Full-Lifecycle Recruitment and Placement: Proven expertise in managing the entire recruitment and staffing process, from developing strategic recruitment plans and crediting plans with hiring managers to managing competitive/excepted service appointments, priority placement programs (PPP, DEU), and veterans' preference. HR Policy and Compliance Management: A comprehensive background in applying, interpreting, and ensuring compliance with Office of Personnel Management (OPM) and Department of Defense (DoD) regulations. This includes experience developing Standard Operating Procedures (SOPs) and responding to audits. Program and Project Management: Experience as an action officer planning, evaluating, and leading HR projects and initiatives. This involves conducting studies, developing solutions to complex problems, and creating guidance and standards for new or changing programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
