Job Summary
You will be responsible for project planning, coordinating the execution of projects, and for the conclusions which represent the solution of projects. If selected, you will serve as a subject matter expert and, as such, is a knowledge resource and mentor to lower-grade economists regarding interpretations and applications of guidelines and economic analysis.
Job Description
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. Basic Requirements Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, you must also meet the specialized experience requirements below. FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Independently conduct economic and statistical analysis to determine how market conditions and transportation factors impact agricultural commodity movement. Analyze agricultural market issues by defining analytical problems, researching and evaluating data, and drawing conclusions on resulting transportation impacts. Note: There is no education substitution for this grade level. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Apply advanced economic and statistical methods to assess how legislative, market, and regulatory changes impact agricultural commodity movement and broader economic outcomes. Lead complex analytical projects by defining problems, conducting research, evaluating data, developing models, and determining transportation impacts of changes in agricultural markets. Lead economic and policy analyses, prepare recommendations for senior leadership, and contribute to Regulatory filings on agricultural and transportation policy issues. Conduct independent economic analyses, identify implications for agricultural transportation, and present to internal and external audiences. Note: There is no education substitution for this grade level. TRANSCRIPTS are required: This position requires specific coursework or a degree in a specific field to be basically qualified. This education must have been successfully completed and obtained from an accredited school, college, or university. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
