Job Description

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE is defined as: Demonstrated ability to serve as a project lead providing oversight for enterprise-level federal security infrastructure projects and lifecycle Federal Identity, Credential and Access Management (FICAM) initiatives, including directing complex system transitions, technology upgrades, and end-of-life platform replacements. Proven expertise guiding technical requirements, engineering design, installation, and deployment of integrated electronic security networks, including Physical Access Control Systems (PACS), Intrusion Detection Systems (IDS), and Closed-Circuit Television (CCTV) infrastructure across multiple facilities. Competency interpreting, developing, and implementing facility security policies and standard operating criteria aligned with Interagency Security Committee (ISC) standards and Nuclear Regulatory Commission (NRC) Management Directive 12.1. Demonstrated mastery of managing enterprise identity credentialing programs under General Services Administration (GSA) USAccess policies and procedures, ensuring compliance with federal identity mandates. Experienced in utilizing institutional security policies to establish operational frameworks for safeguarding classified and sensitive unclassified matter, evaluating complex facility security postures, and directing comprehensive risk mitigation strategies. The ideal candidate will be able to demonstrate the following: Interdisciplinary knowledge of the principles, theories, and practices of physical security, Interagency Security Committee standards, Federal Identity, Credential and Access Management (FICAM), National Industrial Security Program Operating Manual (NISPOM) policy and best practices for the protection of Federal facilities. The ability to engage in data/information analysis and decision making regarding: physical security assessments; operational issues for complex security programs and systems such as physical access controls (PACS) for Federal Identity, Credential and Access Management (FICAM) compliance and closed-circuit television (CCTV) systems, intrusion detection systems (IDS) and/or designing security systems for co-located and distant facilities. Knowledge of industry standards and (Federal) regulatory requirements, policies, practices, and programs applicable to facility security, information security, and security operations. Experience in responding to facility emergencies and performing safety and security related duties. The ability to plan and conduct complex and innovative security activities including investigations, root cause analysis, interviews, and safety exercises. Including the ability to develop and implement successful approaches to problem solving and conflict resolution with multiple internal and external stakeholders. The ability to communicate complex technical issues, especially those associated with Federal facility security plans, physical security and access controls, clearly, both orally and in writing.
