The Management and Program Analyst GS-0343-14, serves as a Business Intelligence Analyst, providing enterprise-level oversight of data, systems, and intelligence products across headquarters and commissaries and reports directly to the Chief Information Officer.at Defense Commissary Agency (DeCA) HQ, Fort Lee, VA. Job Description
To qualify for the Management and Program Analyst at the GS-14 level, your resume and supporting documentation must support: Examples of qualifying specialized experience include: GS-14: Managing enterprise business intelligence and data operations, including systems oversight, data assets, performance, quality, and intelligence product delivery. Researching business systems, data environments, and industry trends to identify gaps and recommend enterprise data-driven improvements. Leading digital and data-centric programs across the full lifecycle, including requirements, design, testing, deployment, and governance integration. Coordinating with senior stakeholders to drive operational, analytical, and data governance improvements and prepare executive-level decision reports. Leading cross-functional teams to implement enterprise data strategy, governance frameworks, and data standards aligned with DoD CIO/CDO guidance. Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.
