Job Summary

This position is located in the U.S. Agency for Global Media (USAGM), Office of Contracts. The Director of Contracts is responsible for oversight of all contracting and procurement worldwide, and is the recognized agency expert responsible for identifying, developing, and implementing new procurement concepts to resolve unprecedented contracting problems and issues that involve exceptional controversy, intensive legislative interest or initiatives.

Job Description

Basic Qualifications: For the GS-15 grade level: Bachelor's degree from an accredited educational institution -AND- at least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below. Specialized Experience: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-14 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialize Experience includes: - Experience planning, directing, coordinating, and managing complex contracting and procurement initiatives; and - Experience evaluating contracting policies, procedures, and processes for compliance with Federal contracting and procurement laws, rules, and regulations; and - Experience monitoring overall strategic policy and program effectiveness of agency-wide contracting activities; and - Experience facilitating training, coaching, teambuilding, employee engagement, and/or providing recommendations for employee development. REQUIRED CERTIFICATION: The incumbent of this position is required to obtain and maintain a Federal Acquisition Certification in Contracting (FAC-C) at the Level III for positions at the GS-13 and above issued by the Federal Acquisition Institute (FAI) within the first two years of employment. The agency will consider candidates possessing DoD's equivalent certification issued in accordance with the Defense Acquisition Workforce Improvement Act (DAWIA) and candidates holding a similar industry certification.
