Job Summary
The position is located in the Office of Information and Technology Management (ITM), National Endowment for the Arts (NEA). This position supports the Office of Information and Technology Management by managing IT acquisitions, budgets, and multiple IT projects from planning through implementation, ensuring solutions meet stakeholder needs and comply with federal policies and security standards.
Job Description
Applicants must demonstrate that they meet the Basic Requirements AND Specialized Experience requirements as noted below. Basic Requirement: You must possess IT-related experience demonstrating each of the four competencies as defined: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. ADDITIONAL Requirement: To be considered minimally qualified for this position, in addition to the Basic Requirement above, you must demonstrate that you have the required specialized experience and/or education below for the grade level for which you are applying. To qualify for the GS-09 grade level if you meet the following requirements: Specialized Experience for this GS-09 You qualify for this GS-07 grade level if you possess one year of specialized experience in the Federal service or equivalent public or private sector experience at a level comparable in scope and responsibility to the GS-07 grade level performing the following duties: Supporting IT projects by tracking progress and risks, and delivering results; Researching customer needs and available IT options and recommending appropriate solutions; Tracking IT costs and budgets, including reviewing software licenses and maintenance coverage; and Managing changes and supporting communication and training with stakeholders. OR Combination of Specialized Experience and Education: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
