The selectee will lead projects, assess operational gaps, develop performance reports, and coordinate stakeholders to implement solutions. Ideal candidates have experience managing complex initiatives, analyzing qualitative and quantitative data, and communicating actionable recommendations.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG- 12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Supporting organizational strategy and mission outcomes with complex program analysis,process-improvement, and change-management initiatives; Utilizing information strategy, data asset management, business capability modeling, and process design or redesign methodologies; Planning, coordinating, and independently executing multiple projects involving requirements collection, capability assessments, system deficiencies, and organizational effectiveness; Analyzing qualitative and quantitative information to develop actionable recommendations while coordinating with internal and external stakeholders; Communicating requirement collection results and recommendations through reports, presentations,and other visual products. Specifically you will be evaluated on the following competencies: 1.Management Analysis - Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization. 2. Qualitative/Quantitative Analysis - Developing and applying quantitative and qualitative analytic methods to identify, collect, process, and analyze large data sets. 3.Program Management - Designs, implements and manages multiple or ongoing programs/projects, and directs the related resources, personnel and activities. 4. Stakeholder Management - Knowledge of concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative). 5.Planning and Evaluating - Organized work, sets priorities, and determines resource requirements; determines short or long term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
