Job Description

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. This position has a positive education requirement. You must submit proof of education or of certification to be considered for this position. Basic Education Requirement: A Bachelor's Degree or higher in operations research; OR at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Specialized Experience: Specialized experience must be documented in your resume. For the GS-13: You must have one year of specialized experience at the GS-12 or equivalent level. Specialized experience is defined as: serving as a lead analyst, identifying, and analyzing complex workforce trends utilizing research methods and quantitative techniques; OR managing program activities related to organizational modeling and manpower planning; OR developing organizational, program or initiative performance measurements pertaining workforce structures and resource decisions. For the GS-14: You must have one year of specialized experience at the GS-13 or equivalent level. Specialized experience includes: serving as the senior technical authority and recognized expert tasked with solving highly complex operational research problems, designing advanced analytical methods, and shaping agency-wide human capital strategies while advising top executive leadership on critical strategic decisions. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
