Job Summary
The Deputy Comptroller for Standards, Technology, and Reporting serves in the Bureau of the Comptroller and Global Financial Services (CGFS) as a primary technical advisor to the Assistant Secretary Equivalent Comptroller on all matters relating to financial standards, audits, governance, and data analytics. The incumbent directly manages the activities of the Chief Information Officer and Financial Governance, Reporting and Standards Directorates enabling America's global diplomacy.

Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector. EXECUTIVE CORE QUALIFICATIONS (ECQs): YOUR RESUME (NOT TO EXCEED TWO PAGES) MUST CLEARLY DOCUMENT AND DEMONSTRATE THE FOLLOWING EVIDENCE OF YOUR ECQs : ECQ 1 – Commitment to Rule of Law and the Principles of the American Founding. ECQ 2 – Driving Efficiency. This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3 – Merit and Competence. This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4 – Leading People. This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5 – Achieving Results. This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. MANDATORY TECHNICAL QUALIFICATION (MTQ)s: IN ADDITION, YOU WILL BE EVALUATED ON ALL OF THE FOLLOWING MANDATORY TECHNICAL QUALIFICATION (MTQ): Your responses to the MTQ should be embedded/addressed within your resume not to exceed two pages. MTQ 1 Expert knowledge and demonstrated ability to provide executive-level oversight and governance of large-scale information technology organizations and operations with a globally dispersed customer base. Demonstrated ability to set strategic direction for IT leadership (such as a CIO), ensure alignment of IT initiatives with organizational mission and policy priorities, manage IT budgets and resource allocation at the enterprise level, and hold senior IT executives accountable for performance outcomes. Experience overseeing IT modernization programs, cybersecurity risk management, and digital transformation initiatives while balancing operational requirements, security imperatives, and mission needs across a complex organization. MTQ 2 Expert knowledge and demonstrated ability to lead enterprise-level financial management operations for large, complex organizations with multi-billion dollar budgets and geographically dispersed operations. Demonstrated ability planning, developing, and implementing financial reporting systems, financial standards, and financial policies that ensure compliance with applicable financial management laws, regulations, and industry standards, including generally accepted accounting principles (GAAP), internal control frameworks (such as COSO), and regulatory requirements. Proven ability to coordinate and successfully complete annual financial statement audits for organizations with billion dollar revenues or budgets, working with independent auditors and oversight bodies (such as boards of directors, audit committees, or regulatory agencies) to achieve unmodified audit opinions. Experience leading enterprise financial system implementations or modernizations that improve financial reporting capabilities, internal controls, and compliance.
