Job Summary

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Information Technology (OIT). As a Contracting Officer Representative, GS-1101-13, you will oversee the assignment of work to various contractors providing the Agency with information technology (IT) support, ensuring that the work is properly performed, commensurate with established guidelines, regulations, and departmental and Agency directives.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Managing acquisition-related projects through all phases of the contract lifecycle including supporting pre-solicitation activities and providing day-to-day contract administration support. AND (2) Overseeing contracts that provide a wide range of IT services with varying degrees of technical complexity, including both simple and complex contracts. AND (3) Developing budget plan(s) for IT-related contracts in order to conduct program analysis (e.g. forecasting risks, problems, trends, and other variables that impact projected costs) AND (4) Providing customer service and coordination support to contract stakeholders. You must possess a current and valid Level III Federal Acquisition Certification for Contracting Officer's Representative (FAC-COR). (PROOF OF CERTIFICATION REQUIRED AT TIME OF APPLICATION). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.
