This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as representative of the Government in direct field charge of contract construction for projects assigned to the Everglades Agricultural Area Office, including multi-million-dollar flood control projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. For GS-11: Specialized Experience: One year of specialized experience which includes reading and understanding plans and specifications; inspecting materials and workmanship to ensure quality, safety, and compliance with contractual requirements; reviewing contractor-submitted documents for accuracy and adequacy; inspecting construction to assess quality control of Contractors; providing input to project engineers toward solutions or courses of action required based upon thorough knowledge of contract specifications, common trade practices, and observations made at project sites; furnishing field information for construction progress and feeder information for other reports; experience with earthwork and concrete work such as: planning, scheduling and timing of long-range and day-to-day construction and phases thereof, such as preparation of site and foundations; erection of concrete forms; mixing, placing and curing of reinforced concrete; and installation of mechanical and electrical equipment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
