About the Position: Serves as the Resident Engineer, designated as Administrative Contracting Officer and Contracting Officer's Representative, with responsibility for monitoring and controlling the full range of construction activities on a USACE Mega Project. Types of construction include the full range of Civil Works, Military, Sustainment, Rehabilitation, Maintenance, and work for others. Construction is performed under rigid completion schedules and a high degree of excellence is required.

Additional information about transcripts is in this document. Basic Requirement for Supervisory Architect: A. Degree: Bachelor's degree (or higher degree) in architecture or in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. Combination of Education and Experience: please see https://apply.usastaffing.gov/ViewQuestionnaire/13068490 Basic Requirement for Supervisory Civil (0810), Mechanical (0830), or Electrical Engineer (0850): A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Combination of Education and Experience: please see https://apply.usastaffing.gov/ViewQuestionnaire/13068490 In addition to meeting one of the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) overseeing contract administration over large construction projects including contract modification, award, and schedules; 2) providing guidance and direction over biddability and constructability review of construction plans and specifications, 3) reviewing contracts for quality control, safety, and environmental compliance; and 4) leading multidisciplinary teams in the accomplishment of major construction projects and supporting structures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Selective Placement Factor: This position requires possession of a Professional Registration: Professional Engineering (PE), or Professional Architect (AIA). (Note: A copy of your current registration must be provided as part of your application packet.) You will be evaluated on the basis of your level of competency in the following areas: Construction Management Leadership Negotiation Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
