Job Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a Construction Control Representative, GS-0809-7/8/9/10/11/12 position with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Construction Division. This is a developmental position.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. For GS-07: Specialized Experience: One year of specialized experience which includes applying knowledge of construction methods or techniques to independently inspect a wide variety of standardized construction features; perform quality assurance work to ensure contractor compliance with contract plans and specifications. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. GS-08 Specialized Experience: One year of specialized experience which includes applying substantial knowledge of construction inspection and quality assurance methods and techniques to independently inspect a wide variety of standardized construction features. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: One and a half years of graduate level education in a field directly related to the work of the position, such as Accounting or related field of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages. GS-09 Experience: One year of specialized experience, which includes inspecting standardized construction methods, materials and practices; determining acceptability of materials and workmanship to ensure it conforms to established standards and practices; explain standard requirements of plans and specifications to contractors or customers. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-08). OR Education: A master's or equivalent degree or 2 full years of progressively higher level graduate education which leads to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Civil Engineering or related. OR Combination of Education and Experience: To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total semester hours minus 18) by 18. Add the two percentages. GS-10 Experience: One year of specialized experience, which includes Quality Assurance and surveillance of assigned construction projects normally involving more than one project at a time with moderate complexity; AND reviewing, advising, making recommendations and evaluating contractors. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: A year and a half of education leading to a PhD or equivalent degree in a field directly related to the work of this position. OR Combination of Education and Experience: To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of post-graduate education beyond the first year and a half (total semester hours minus 27) by 18. Add the two percentages. GS-11: Specialized Experience: One year of specialized experience which includes monitoring construction quality such as adherence to approved production schedule or proper installation of material components; AND performing all phases of construction management (i.e., document review and contract modifications). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-10). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: General Engineering; Mechanical Engineering; Civil Engineering; and Electrical Engineering. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Experience: One year of specialized experience which includes monitoring construction quality such as adherence to approved production schedule or proper installation of material components; AND performing all phases of construction management (i.e., document review and contract modifications); AND 3) Reviewing plans and specifications of construction contracts to determine potential problems and solutions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
