Job Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: You will serve as the technical lead for the Army Facilities Components System (AFCS) program. AFCS is a DoD joint program that provides readily accessible, current, standardized, adaptable and scalable base camp component and facility designs.

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Qualifications GS-12: Specialized Experience: One year of specialized experience which includes 1.) serving as an engineer who participated in engineering/ architectural design, analysis, and/ or cost engineering efforts on civil and military projects, and HTRW projects; 2.) providing technical input and oversight of both in-house and Architect-Engineer (A-E) contractor- designed projects for new construction, maintenance/ alteration/ repair of existing facilities, and for special projects or studies; 3.) assisting in the preparation of designs, analyses, layouts, computations, cost estimates, design drawings, quantity calculations; and 4.) communicating with stakeholders and/or representatives of other federal, state, or local agencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Minimum Qualifications GS-13: Specialized Experience: One year of specialized experience which includes 1.) serving as a technical design specialist responsible for complex and innovative engineering/ architectural design, analysis, and/ or cost engineering efforts on projects for civil and military projects, work for others, and HTRW projects; 2.) leading teams in the performance of technical engineering and design responsibilities; 3.) participating in analysis and improvement of work methods, processes and organization structure to optimize production efficiency and cost effectiveness; 4.) providing technical input and oversight of both in-house and Architect-Engineer (A-E) contractor- designed projects for new construction, maintenance/ alteration/ repair of existing facilities, and for special projects or studies; 5.) preparing designs, analyses, layouts, computations, cost estimates, design drawings, quantity calculations and reviews same; and 6.) meeting with stakeholders and/or representatives of other federal, state, or local agencies to make recommendations on efficient alternatives with consideration for the constructability and/or cost of projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12) Some federal jobs allow you to substitute your education for the required experience in order to qualify.
