About the Position: This position is located within U.S Army Corp of Engineers. You will establish goals, objectives, plans, programs, budget and assessment of the Safety and Occupational Health Program supporting highly complex and unique construction, and restoration projects (including mega projects). This job announcement will fill multiple vacancies at the full performance level (FPL) of GS-11, GS-12. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. TO QUALIFY FOR THE FPL GS-11: Specialized Experience: One year of specialized experience which includes managing safety or occupational health program elements, developing and recommending safety and occupational health policy to higher levels of management, and applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). TO QUALIFY FOR THE FPL GS-12: Specialized Experience: One year of specialized experience which includes managing safety or occupational health program elements; applying safety and occupational health laws, regulations, principles, theories, practices, and procedures; developing safety and occupational health standards, regulations, practices, and procedures; training of coworkers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). GS-12: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: GS-12 Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). GS-11 Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
