Job Summary
The Deputy Principal Executive Director, Office of Acquisition, Logistics, and Construction (OALC), oversees the Office of Procurement, Acquisition, and Logistics (OPAL) operations, which consist of a central office staff and OPAL field activities. OPAL provides comprehensive, strategic acquisition support for VA's highly complex requirements, including strategic Information Technology and medical systems.
Job Description
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/24/2026. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Utilizing judgment to interpret and revise existing procurement business practices (i.e., full and open competition, ethical integrity, best value pursuit) governed by Federal statute and regulatory guidance for use by others within or outside the employing organization (e.g., contracting officers, mid-level managers and practitioners, technical representatives, subject matter experts) impacting the way the agency conducts its business with the public or with private industry, or which modify inter-agency relationships; Serving as a Federal Acquisition Regulation (FAR) expert advisor to apply the application of a wide range of qualitative and/or quantitative methods (e.g., work measurement, productivity charting, organization design, span of control, statistical measures, etc.) for the assessment and improvement of programmatic oversight, requiring comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of Government-wide multi-year, multi-billion dollar contracting for pharmaceuticals, health care products and equipment; or Studying, analyzing, and developing ways to improve the accuracy, adequacy, timeliness, and validity of program management data (i.e., financial, operational, and performance metrics) and systems for an agency's procurement operation's across multiple locations or managerial levels. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: Resume must include job title and employer name, number of hours worked per week, start and end dates (including month and year), list of duties and responsibilities for each position held. In addition, if the experience was a federal position, you must list series and grade for each position held. Failure to include this information may result in an ineligible rating. A full year of work is considered to be 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
