Job Summary
The Deputy Principal Executive Director, Office of Acquisition, Logistics, and Construction (OALC), oversees the Office of Procurement, Acquisition, and Logistics (OPAL) operations, which consist of a central office staff and OPAL field activities. OPAL provides comprehensive, strategic acquisition support for VA's highly complex requirements, including strategic Information Technology and medical systems.
Job Description
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/27/2026. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Employing mastery of advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and process, and thorough knowledge of Government-wide contracting planning, acquisition, and management process to prepare long-range (i.e., up to five year) and short-range (one year or less) planning guidance in accordance with broad agency program policies and objectives; Utilizing judgment and ingenuity in interpreting the intent of the guides that do exist and in developing applications to acquisition technical oversight to direct complex internal and inter-related Other Government Agencies (OGAs) studies requiring application of advanced analytical and statistical methods and techniques; or Leading, developing, and implementing broad advisory programs based on new or revised acquisition legislation and regulatory initiatives to coordinate project activities with managers, consultants, and business executives across inter-related organizations (i.e., Office of Management and Budget, Office of Inspector General, Government Accountability Office, etc.,) considering a wide range of issues which affect the program (e.g. recommendations affecting major acquisition programs, dealing with substantial expenditures, changing nature and scope of acquisition organizations). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: Resume must include job title and employer name, number of hours worked per week, start and end dates (including month and year), list of duties and responsibilities for each position held. In addition, if the experience was a federal position, you must list series and grade for each position held. Failure to include this information may result in an ineligible rating. A full year of work is considered to be 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
