Job Summary

You will serve as a Program Analyst (Data Analyst) for the Center for Minority Veterans (CMV). CMV serves in an advisory role to the Secretary on the adoption and implementation of policies and programs affecting minority Veterans. Your main objective is to perform data collection and analysis from all available resources and data repositories to provide informed data analysis reports on programs and activities on national and international levels to increase the utilization of VA benefits.

Job Description

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/30/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to some former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Designing strategic outreach initiatives in order to engage American Indian, Native American, and Alaska Native Veterans and Tribal Nations in increasing awareness and use of available services and programs; Partnering with federally recognized tribes and distinct sovereign entities, including remote or rural communities in order to foster and sustain collaborative relationships with American Indian, Native American, and Alaska Native Veteran community organizations and advocacy groups; and managing multiple projects and initiatives in order to enhance services for American Indian, Native American, and Alaska Native Veterans, ensuring timely completion and adherence to program goals Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: Resume must include job title and employer name, number of hours worked per week, start and end dates (including month and year), list of duties and responsibilities for each position held. In addition, if the experience was a federal position, you must list series and grade for each position held. Failure to include this information may result in an ineligible rating. A full year of work is considered to be 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To be found well qualified, applicants must meet the following qualifications: Applicants will show direct, sustained experience leading programs and outreach tailored to the needs of American Indian, Native American, and Alaska Native (AI/AN) Veterans and Tribal Nations; advising senior leaders by formulating and recommending policies, plans, procedures, and standards grounded in real outreach and data; conducting surveys, studies, and formal needs assessments and translating findings into clear, actionable recommendations; evaluating the efficiency and effectiveness of services and identifying improvements focused on AI/AN and AN populations; leading coordination across organizational and jurisdictional lines, including government-to-government work across the federally recognized Native American Tribes as distinct sovereign entities ; and communicating clearly in writing and in person with Tribal Nations, Veterans, senior officials, and (as applicable) Congressional and federal interagency partners. Among applicants who meet minimum qualifications and the BQ standard, the strongest will demonstrate proven Native American liaison and government-to-government engagement with federally recognized tribes and distinct sovereign entities, including remote or rural communities; policy formulation or advisory experience to senior leadership on programs affecting AI/AN populations; working knowledge of Department of Veterans Affairs benefits and services (e.g., health care, compensation and pension, education, vocational rehabilitation, loan guaranty, burial claims, appeals) and direct experience helping AI/AN Veterans access those benefits; and familiarity with key federal frameworks affecting minority Veterans (e.g., Public Law 103-446 establishing CMV, Executive Order 13175 on tribal consultation, and VA strategic priorities).
