The position is in the VA Office of Acquisition, Logistics, and Construction; Office of Procurement, Acquisition, and Logistics (OPAL). OPAL is one of the largest acquisition and logistics organizations of the Federal Government with annual expenditures of more than $30.3 billion for supplies and services. This position will help enhance this office's support of Logistics and Transportation Management programs throughout the VA healthcare system and has nationwide impact.

Job Description

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/22/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-11 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to some former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: identifying the operations, practices, and policies of the organization's functional or program activities, such as contract administration, production, or supply to develop, integrate, and coordinate transportation plans and programs. A familiarity with transporting freight via motor, rail, air, and ocean; ability to understand basic traffic management policies, principles, regulations, processing manuals, and practices to identify transportation issues; has a basic knowledge of freight rates, line hauls charges and additional costs associated with accessorial services; and demonstrates familiarization in the use of automated transportation freight booking systems used in producing/issuing government bills of lading. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education in excess of the first year of graduate level education. GS-11 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Identifying transportation issues through practical knowledge of basic traffic management policies, principles, regulations, processing manuals, and practices; Utilizing automated transportation freight booking systems used in producing/issuing government bills of lading; Serving as the customer's staff expert for issues relating to all freight services (motor, rail, air, and ocean) and freight bill audit. Demonstrates an ability to accurately select Transportation Service Providers to transport freight via motor, rail, air, and ocean based on commodity class, weight, dimensions and transportation priority; possess the ability to apply knowledge of traffic management policies, principles, regulations, processing manuals, and practices to identify, analyze, and resolve transportation issues; possess advanced knowledge of freight rates, line hauls charges and additional costs associated with accessorial services; and demonstrate proficiency in the use of automated transportation freight booking systems to produce government bills of lading. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education in excess of a masters or equivalent graduate degree. GS-12 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Identifying agency policies and procedures (and in some cases the policies and practices of other agencies) to plan and develop transportation systems or services to satisfy user requirements, or to develop or interpret transportation policies, procedures, and guidelines. demonstrate proficiency in selecting Transportation Service Providers to transport freight via motor, rail, air, and ocean based on commodity class, weight, dimensions and transportation priority; possess in-depth knowledge of traffic management policies, principles, regulations, processing manuals, and practices to identify, analyze, and resolve transportation issues; possess comprehensive knowledge and demonstrate technical proficiency in developing freight rates, line hauls charges and additional costs associated with accessorial services; and demonstrate proficiency in the use of automated transportation freight booking systems to produce government bills of lading for services and reconcile carrier billing statements.
