Job Summary

This position is located in the Program Management Office (PMO) at the Financial Services Center (FSC) in Austin, TX. Incumbent leads the concept, planning, development, and implementation activities of multiple medium to large sized, moderate to highly complex financial, automation, and administrative programs and/or projects affecting policies, plans, budget and utilization of resources for FSC operations as well as improving FSC, VA, and other Federal agencies.

Job Description

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/05/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Developing new or modified administrative policies, regulations, goals, objectives and management processes, program evaluation plans, procedures and methodologies to conduct operations. Determining and tracking PMO program and/or project taskings to include creating, tracking and defending project budgets. Analyzing delays or changes in task requirements. Evaluating the effectiveness in meeting established goals and objectives. Applying lessons learned on subsequent programs and/or projects. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To be found well qualified, applicants must meet the following qualifications: Demonstrated experience independently leading multiple, concurrent medium-to-large, moderate-to-highly complex financial, automation, and/or administrative projects or programs from concept through implementation, where the work affected enterprise-level policies, processes, or resource allocation decisions (beyond a single work unit). Demonstrated mastery in the application of project management methodologies, including both waterfall and agile, to establish and refine project management standards, risk and issue management practices, and change-control and acceptance procedures for use by a program management office or equivalent organization (not solely following pre-existing procedures). Demonstrated experience serving as an authoritative advisor to senior and/or executive leadership, including independently preparing and delivering complex written analyses, reports, and formal briefings that have resulted in adopted changes to policies, business processes, governance, or major project priorities. Demonstrated ability to perform in-depth, cross-functional program and management analysis (e.g., across contracting, finance, and information management) to identify root causes of significant operational or policy issues, develop and compare alternative solutions, and lead or coordinate implementation of improvements that enhance organizational efficiency, effectiveness, or compliance. Demonstrated experience leading and coordinating cross-functional and/or cross-organizational project teams (including Federal staff and contractors), to include defining staffing and critical skill requirements, setting priorities and performance expectations, resolving conflicting stakeholder requirements, securing sponsor acceptance of high-impact deliverables, and systematically capturing and applying lessons learned to improve program or project management practices.
