Job Summary

The Program Analyst serves as a subject matter expert in program areas related to pharmaceutical outpatient software, core system architecture, and planning activities across the consolidated mail outpatient pharmacy (CMOP) business line. Provides organizational and program support over a multifaceted, highly technical production operation that effectively brings together the function of information systems, data management, and automated pharmaceutical dispensing systems for all CMOPs.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/19/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Experience Includes: The successful applicant should have experience writing SQL (Structured Query Language) database queries against Microsoft SQL Server databases, including the ability to troubleshoot SSIS (SQL Server Integration Services) packages, experience with large-scale project management involving multiple teams and skillsets, experience with managing complex multi-million dollar contracts and budget tracking, experience with managing code, builds, and development pipelines and processes using technologies like Azure Dev Ops and Git, and experience with the requirements analysis of software projects including review and critique of requirements documentation. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Plans and/or accomplishes special projects to identify, review and analyze complex and highly visible actions 2) Extracts, analyzes and provides data to assess impact to the automated pharmaceutical dispensing systems and the business unit 3) Maximizes internal and external customer feedback to identify and understand their needs; improve service delivery; and provide prompt/timely response to requests 4) Acts as an expert on special projects, advising management on program issues that may have local, regional or national impact 5) Uses knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs You will be rated on the following Competencies for this position: Information Management Knowledge Management Organizational Development Project Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel.
