Job Summary
The Time and Leave Clerk is of the Business Office will report to the Assistant Chief, Medical Administration Officer, or the Assistant Chief Clinical Operations located at the VAMC in Murfreesboro, TN. The Time and Leave Clerk is considered an expert in payroll matters and independently provides technical advice and assistance on pay and leave matters to employees, supervisors, and others.
Job Description
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/18/2026. To qualify for this position at the GS-5 grade level, you must meet one of the following criteria. Specialized Experience: You must have one year of specialized experience specialized experience equivalent to at least the next lower grade level (GS-4) in the Federal Service that has given me the particular knowledge, skills, and abilities required to successfully perform the duties of a Time and Leave Clerk, and that is typically in or related to the position to be filled in a medical, surgical, or hospital setting. Specialized experience is defined as performing complex timekeeping duties such as reviewing, correcting, and certifying time and attendance records; maintaining and analyzing payroll data in electronic systems and spreadsheet databases; identifying and resolving payroll discrepancies, retroactive adjustments, and leave issues; providing technical guidance and training to related staff on pay, leave regulations, and timecard entries; and preparing and maintaining audit records, reports, and supporting documentation to ensure compliance with applicable regulations, policies, and procedures. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. A full year of work is considered to be 35-40 hours of work per week. ~OR~ Substitution of Education for Experience: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. ~OR~ Combination of Experience and Education: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond post-high school education (beyond the second year, in excess of the first 60 semester hours) and specialized experience, as described above, which meet the total experience requirements for this grade level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Must be able to function with frequent interruptions with ability to regain concentration to complete tasks with expediency and dispatch. Incumbent spends majority of time seated at computer; however the position requires walking, standing, bending and carrying moderately heavy loads. Prolonged sessions using a computer terminal are necessary.
