The Construction Control Representative (CCR) works under general supervision of Projects Section Supervisor in the Veterans Administration (VA), Veterans Health Administration (VHA), VA Capitol Health Care Network (VISN 5), Martinsburg VA Medical Center (MVAMC), Martinsburg West Virginia, in the Facility Management Service (FMS).

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/24/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Individual Occupational Requirement (IOR): The Individual Occupational Requirement must be satisfied to be further considered for the position. Specialized Experience (for positions at GS-4 and above) examples include: Engineering aid or technician or surveying technician performing work directly related to construction. Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements. Supervisor of craftpersons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. In addition to meeting the Individual Occupational Requirements, you must also meet the Minimum Qualification Requirements below. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provides oversight and inspection of construction operations to ensure proper quality and quantity of material equipment, workmanship, adequacy of contractor's methods, procedures, and operations and to ensure that the work is carried out in accordance to plans and specifications. Assists in the development of and review of contract plans and specifications for projects as well as the contract administration during construction of the projects. Inspects contractor work for compliance with contract drawings and specifications. Knowledge of all laws, regulations, and specifications relating to the environmental surroundings of the project and ensures by his/her surveillance that contractors adhere to these requirements. You will be rated on the following Competencies for this position: Communications Compliance Inspection Project Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Considerable and strenuous physical exertion comparable to frequent climbing of tall ladders, staging, or scaffolding; working in areas where footing can be treacherous (e.g., on rocky banks of bodies of fast-water, slippery docks, or steep hillsides); lifting heavy objects weighing 50 pounds or more; frequent crouching or crawling in restricted areas. Work Environment: Work involves high risks of exposure to potentially dangerous situations or unusual environmental stress requiring a range of safety and other precautions where conditions cannot be controlled (e.g., working at great heights under extreme outdoor weather conditions).
