Job Summary
The Chief Supply Chain Officer (CSCO) is the senior supply chain management officer for a VA Health Care System (VA HCS) and supported catchment area, responsible for the development and integration of a cohesive, forward-looking supply chain that ensures the logistical requirements of the VA HCS and supported catchment area are met. The CSCO is responsible for all aspects of the supply chain management in a healthcare setting. This is not a virtual position.
Job Description
The VA Central Western MA (CWM) Healthcare System (HCS) is a complex medical facility that includes community based outpatient clinics (CBOCs) and other health care activities dispersed over a geographic catchment area. Additionally, the VA CWM HCS supports an employee population of personnel who train residents, interns, and other trainees in a variety of medical specialties and health care occupations through a number of affiliation agreements. The VA CWM HCS includes a range of medical, and specialty services to include research, multiple outpatient clinics, nursing home care and residential programming. The CSCO is a critical member of the VA CWM HCS leadership team and reports directly to the Associate Director, an Executive in the VA CWM HCS. The CSCO is responsible for providing expert technical and analytical advice to the Medical Center Director, Associate Director, and the entire Executive Leadership Team respectively in all matters relating to logistics and supply chain. The CSCO coordinates communication within the logistics community, within network, between networks, and between agencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/06/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GRADE DETERMINATION: GS-13 You must qualify based on your specialized experience as described below: Specialized Experience: You must have one full year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Logistics Management Specialist. Examples of the specialized experience include but are not limited to the following : Serving as a senior supply chain management leader/supervisor, responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of a logistics program in a medical/hospital setting. Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience with budget formulation and forecasting of expenditures. At this level, candidates should possess experience in managing a group with a variety of occupations and subordinate supervisors. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary; however, the position is required to participate on environment of care rounds, internal and external quality reviews and external auditor site visits. These reviews include a review of work areas including the warehouse, supply areas that require personal protective equipment PPE such as the operating room and lab and equipment disposition areas that involve removal of hazardous materials. This may require long periods of time standing, walking and/or maneuvering around moving or otherwise hazardous equipment such as forklifts, pallet jacks and cart washers.
