Job Summary

The incumbent must analyze, evaluate, and advise on the effectiveness of work methods and procedures, departmental organization, manpower utilization, information and documentation systems, and/or similar functions of management that have an impact on Primary Care. The incumbent achieves this through the utilization of various systems, including the PCMM application and other primary care systems, labor mapping updates in DSS, and other internal and external systems.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Advanced working knowledge of primary care healthcare delivery processes, the mission and vision and core values of VHA, VHA directives and regulations as they relate to primary care functions, and local Medical Center policies and procedures. 2. Practical knowledge of and skill in applying a wide range of methods to gather, analyze, and evaluate information concerning clinic processes. 3. Analytical skills in the identification, evaluation, and resolution of issues or problems of a procedural or factual nature. Ability to draw conclusions, and to recommend appropriate corrective actions. 4. Ability to provide reports based on the theory and principles of management and organization including administrative practices and procedures common to a primary care organization. 5. Ability to create and to update various reports or studies concerning the efficiency and effectiveness of program operations carried out by professional personnel. 6. Working knowledge of pertinent laws, regulations, policies and precedents which affect the use of resources in the specified area. 7. Effective communication skills, to allow for meaningful interactions with supervisors and employees to obtain information about organizational missions, functions, and work procedures; in order to prepare memoranda, letters, policies, procedures, and variety of reports, and provide guidance and training to other Medical Center and CBOC staff; to prepare and present findings and recommendations. 8. Knowledge of Patient Aligned Care Team (PACT) operations and components within a Primary Care setting, including data integrity, panel assignment/un-assignment rules and guidelines, panel sizes, formula of PACT capacity, and analytical project improvements. 9. Working knowledge of outpatient processing, medical record creation, content and format, workload data capture, encounter forms, scheduling, electronic wait lists, and primary care systems and applications. I 0. Working knowledge of computerized patient recordkeeping system (CPRS), Veterans Health Information Systems and Technology Architecture (VISTA) systems and Patient Centered Management Module (PCCM) application to accurately and appropriately assign the Veteran patient. 11. Responsible for self-organizing, planning, meeting deadlines, maintaining excellent records, and following through on daily, periodic, and situational needs; tracks work performed and provides updates as requested.
