Job Summary
This position is located in the Education and Learning Resource Service, Salt Lake City Health Care System (VHASLCHCS). The incumbent is the system administrator for the Talent Management System (TMS) for VHASLCHCS and training specialist for multiple educational programs throughout VHASLCHCS.
Job Description
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/30/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 and for a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Experience: VHA experience in Talent Management System with system troubleshooting issues. Developing educational programs and courses based on needs and evaluating program effectiveness. Organizing and coordinating educational activities along with instructing/facilitating course programs. Conducting evaluations, analyzing data, and improving processes based on outcomes. Experience in policy and SOP development and regulations. Individual Occupational Requirement: The Training Administrator position requires an Individual Occupation Requirement that will need to be met. Please understand this is required in addition to the required Grade Requirements. Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. OR Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. In addition to the Individual Occupational Requirement, you must also meet the below grade requirements You may qualify based on your experience and/or education as described below: GS-09 grade requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Utilizes MS Word software to execute several office automations functions such as storing and retrieving electronic documents and files; activating printers; inserting and deleting text; and formatting letters, reports and memoranda. Utilized MS Excel spreadsheet software to develop and change spreadsheets in order to graphically display data. Responsible for training program administration including identification of training courses, dissemination of course information to individuals, and answering inquiries related to training programs. Designs reports as required for individuals, Service Chiefs, Medical Center Director and VISN staff as directed linking education curriculum with medical center mission and strategic directives. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and education beyond 1 full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. GS-11 grade requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert knowledge to instruct others and troubleshoot user problems in accessing and launching online courses. Working knowledge of the VA Profile Maintenance system in order to verify TMS users are correctly identified in PM & TMS systems and to troubleshoot problems with inconsistent information in these systems when these inconsistencies affect employees' ability to successfully log on to TMS. Independently develops, coordinates, instructs, evaluates, and manages nonprofessional courses which are standardized and well-organized. Reviews and incorporates training mandates and guidelines from VHA (local, VISN and National), Joint Commission, OSHA and other accrediting bodies' mandates into education programs to meet the intent of the standards ensuring staff are provided adequate and appropriate training based on requirements and position. Serves as TMS administrator; account creation and modification; creating reports; collaborating with program coordinators for content, trains others on TMS functions; troubleshoot irregularities; communicating with stakeholders and end users. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and education beyond Master's or equivalent graduate degree.
