The Chief of Quality Safety and Value has full delegated authority for the management and operation of the Central Arkansas Veterans Healthcare System (CAVHS) Quality Safety and Value Service, including Quality Management, Patient Safety, and Strategic Management. The Chief, QSV executes position responsibilities that demonstrate leadership, experience and creative approaches to the management of programs and complex patient care.
Job Description
To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-14 grade level: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. To qualify for this position you must meet the Individual Occupational Requirement in addition to the Specialized Experience, all experience must be included in your resume to be creditable. Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience requirements. Individual Occupational Requirement: To qualify you must possess one of the following: Undergraduate or Graduate Education : Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience : Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. In addition to the Individual Occupational Requirement above you must meet the specialized experience listed below: Specialized Experience: Experience using qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and healthcare programs; Skilled in tracking and analyzing clinical programs for the purpose of improving processes and identifying problem areas; Skilled in utilizing computers and applicable databases/software for statistical purposes and managing information; Experience in a leadership role for a defined group of specialties assuring that business operations and decisions support excellent patient care, customer service, and clinical outcomes; Experience working with various stakeholders internally and externally to plan, develop and implement changes to existing operational and business processes to meet current and future clinic demands; Experience with the development of practice management protocols, managing daily operations, continuous quality improvement, and overseeing physician production reporting; Experience providing, developing, coordinating training to staff. There is no educational substitution for the GS-14 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
