To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/14/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. The Engineering Technical Series, 802, has an Individual Occupation Requirement per OPM. This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the: methods and techniques of engineering or architecture; and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials. To meet the basic requirements, you must have Specialized Experience (for positions at GS-4 or equivalent and above.) Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes or Instrument maker or model maker who performed design or development work on devices fabricated. There is no Education and Training substitution for the IOR at the GS-11 grade level. Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: -Reviewing and/or preparing construction documents and detailed cost estimates for construction projects. -Reviewing shop drawings from contractors for compliance with specifications. -Performing Contracting Officer's Representative (COR) duties -Coordinating projects from conception to completion -Preparing construction progress reports. Managing construction. either general construction or a specific discipline of a construction project. Driver's License Requirement: Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. Applicants are required to pass agency Government Vehicle Drivers physical examination. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your driver's license with your application package. If an interview is requested, you may be required to provide a copy of your valid state-issued driver's license. Physical Requirements: The work is primarily sedentary, although there is some walking in offices, production areas, utility plants, maintenance, and work areas. Work may involve carrying lightweight item, such as briefcases, notebooks, test equipment, and work papers, or operating a motor vehicle. The work does not require any special physical effort or ability.
