Job Summary
The position is in the Architect of the Capitol (AOC), Office of the Chief of Operations, Executive Director of Facility Operations, U.S. Capitol Building, Assistant Superintendent, Facilities Support Division. The incumbent serves as a General Engineer/Architect responsible for identifying, developing and executing large Capitol Building construction programs and projects.

Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-13 grade level in the Federal service for the General Engineer: Specialized experience is defined as the following for the General Engineer: (1) Providing expert advice regarding all aspects of planning, design, modernization, operation, and repair of building systems; (2) Exercising project controls (ex., scheduling, resources, trades) in the execution of projects; (3) Serving as a Contracting Officer Technical Representative (COTR) or equivalent on assigned construction and consultant contracts; and (4) Developing and executing actions to meet strategic and planning goals. Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-13 grade level in the Federal service for the Architect: Specialized experience is defined as the following for the Architect: (1) Performing architectural design, technical reviews, quality control, and project management on building projects from planning and programming through construction; (2) Assessing compliance with construction standards, preparing full construction drawings and specifications, and preparing scope of work documents and statements of work; (3) Applying technical knowledge of architectural and historic preservation and engineering concepts, methods, and procedures; and (4) Serving as Contracting Officer Representative (COR) or equivalent.
