Job Summary

The Accountant is responsible for performing all duties required in maintaining a complex double-entry commercial type accounting system integrated with governmental type accounting. The incumbent performs a variety of professional accounting services that requires the application of well-established accounting principles, theories, concepts and practices. They will train and provide informational and administrative support.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/26/2026. Individual Occupational Requirements Basic Requirements Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to the Individual Occupational Requirements above, you may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of professional accounting principles and theory to include general ledger, cost and allotment accounting; double-entry accounting system maintained on the accrual basis, encompassing full range of assets, liabilities, income and expense accounts; knowledge of accounting procedure related to appropriation funding, budget, allotment, obligations and disbursements; general leger account interrelationship analysis; ability to respond to technical accounting and cost data inquiries; knowledge of procurement transactions and documents, general ledger accounts, accounting symbolic codes and accounting structures and procedures; knowledge of common administrative support, small business accounting systems (for payroll purchases, maintenance, sales, services), personal computer for basic operations (email, spreadsheets and word processing); knowledge of IFCAP, CAPP, FMS, IPPS, FRS, SNAPWEB, FASPAC, RSD, OTCnet and PAID computer accounting systems; knowledge to modify, retrieve and edit information necessary for reconciling accounts maintained by other services; knowledge of the accounting system consisting of separated but integrated units in the following phases: General Ledger Accounting, Revolving Fund (Supply) Accounting, Inter-Office Accounting, Cost Accounting, Deposit Fund Transactions, and Budgetary Accounting; skill to study, determine and report financial trends; skill to develop local procedures and coordinate local changes in procedures; consolidate codes in the accounts structure; instruct technicians on making entries appropriately. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have accounting; 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.(PLEASE INCLUDE TRANSCRIPTS) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one year of full-time graduate education. For example, an applicant with 6 months of appropriate experience equivalent to GS-7 (50 percent of the experience requirement for GS-9) and 27 semester hours of appropriate graduate education (50 percent of the education requirement for GS-9, in excess of that required for GS-7) would be qualified for a GS-9 position (assuming that there is no evidence that the attended college or university requires more than 18 semester hours as equivalent to a year of graduate study).
