Job Summary

This position is located in the Fiscal Service at VA Altoona Healthcare System - James E. Van Zandt VA Medical Center in Altoona, PA. The Accountant is responsible for the installation, operation, and augmentation of the Accounting system for the Medical Center.

Job Description

Basic Requirement: The following are basic requirements for appointment as an Accountant in the Veterans Health Administration (VHA), which all applicants must met. Basic Education: Bachelor's or higher degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."). Basic Combination of Education and Experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of "Basic Education," provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Minimum Requirement: In addition to meeting the basic requirements one of the following minimum requirement criteria must be met to be qualified for this position. Specialized Experience (GS-11): You must have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-09) in the normal line of progression for the occupation in the organization. Qualifying examples of specialized experience would typically include but are not limited to: applying professional accounting principles, theories, practices, and techniques to perform accounting work; analyzing and resolving accounting problems; maintaining and reconciling financial accounts; preparing accounting reports and financial data; and organizing and prioritizing multiple assignments to support organizational financial operations. OR, Education (GS-11): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. This education must provide the knowledge, skills, and abilities necessary to do the work of the position. NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR, Combination (GS-11): Applicants may also combine education and experience to qualify at this level. You must have a combinations of successfully completed graduate level education and specialized experience. Only graduate level education in excess of the amount required for the next lower grade level (i.e., 36 semester hours) may be combined with experience.
