Job Description

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience OR Education for the series/grade to which you are applying. GS-07 Specialized Experience: To qualify for the GS-07, you must possess at least one full year of specialized experience equivalent to at least the GS-05 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Experience working on an offshore/onshore oil and gas facilities (upstream) or a plant with process equipment and/or familiarization with hydrocarbon and hazmat requirements. -OR- Education: Must have completed one (1) full year of graduate level education or a bachelor's degree with superior academic achievement.* -OR- Combination of Experience and Education: Have a combination of specialized experience and education that equals 100% of the requirement for the GS-07 level. *Additional information regarding Superior Academic Achievement (S.A.A.):http://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-policies/#url=e4f GS-09: Specialized Experience: To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Experience carrying out segments of safety and environmental compliance verification and practices of offshore/onshore oil and gas production facilities (upstream), associated equipment, and control systems. This may include independently preparing portions of inspection plans, conducting onsite components of inspections, and drafting written inspection findings and reports. OR 2. Performing offshore/onshore oil and gas work in one of the following roles while carrying out the specialized experience described above: - Offshore/Onshore Pumper or Gauger - Offshore/Onshore operator (A, B, or C) or lead operator - Offshore/Onshore oil and gas field foreman -OR- Education: Must have completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must have been obtained in an accredited college or university and demonstrate the skills necessary to do the work. -OR- Combination of Education/Experience: Have a combination of specialized experience and education that equals 100% of the requirement for the GS-09 level. GS-11: Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Assisting senior personnel in preparing for, conducting, and reporting on compliance verification and practices of offshore/onshore oil and gas production facilities (upstream). This experience may be gained through:- conducting segments of offshore compliance checks;- preparing written compliance reports; and/or- independently conducting compliance checks of less complex offshore/onshore oil and gas facilities (upstream). OR 2. Performing offshore/onshore oil and gas work in one of the following positions while carrying out the specialized experience described above: - Offshore/Onshore Pumper or Gauger - Offshore/Onshore operator (A, B, or C) or lead operator - Offshore/Onshore oil and gas field foreman - Oil and gas subsea specialist - Offshore/Onshore electrical/instrumentation specialist or I&E Technician -OR- Education: Have successfully completed a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or a LL.M., if related. Such education must have been obtained in an accredited college or university and demonstrate the skills necessary to do the work. -OR- Combination of Education/Experience: Have a combination of specialized experience and education that equals 100% of the requirement for the GS-11 level.
