Job Summary

This position is part of the Haskell Indian Nations University, Bureau of Indian Education (BIE), Department of the Interior (DOI). As a Facility Operations Specialist you will be responsible for coordinating and overseeing various programs and projects across the campus. This includes determining the maintenance and upkeep requirements of assigned facilities elements and managing procurement, projects, and contracts for these and other programs.

Job Description

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. GS-12: 1-year of specialized experience that equipped me with the particular knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-11 grade level in the Federal service. Examples include: 1) Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. 2) Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. 3) Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. 4) Using Maximo or an equivalent Computerized Maintenance Management System (CMMS) or Deferred Maintenance Work Order (DMWO) system to validate deferred maintenance backlogs, prioritize maintenance and capital improvement projects, and monitor project execution, cost escalation, and asset lifecycle planning. 5) Ensuring facility compliance with applicable building, safety, accessibility, and environmental codes and standards (e.g., OSHA, NFPA, ASHRAE, ADA/ABAAG, and IBC) and implementing occupational safety, fire/life safety, environmental health, and hazard mitigation programs. Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level. Learn more about what is time-in grade.
