Job Description
MINIMUM QUALIFICATION REQUIREMENTS: Experience, education or training in collecting and analyzing data effectively, efficiently, and accurately. Able to apply procedures and directives by reading and interpreting technical material. Ability to communicate clearly and effectively orally and in writing, using presentation and report formats. Demonstrated ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. Learned ability to assess the surrounding environment to recognize immediate risk level. SPECIALIZED EXPERIENCE: Experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. GS-09 - Must have at least 12 months of experience assisting with the development, implementation, or administration of Antiterrorism / Force Protection (ATFP), physical security, operations security (OPSEC), crime prevention, or installation security programs. Experience supporting or coordinating security plans, contingency plans, emergency response plans, or protection programs for an organization, installation, or command. Experience participating in security inspections, assessments, site surveys, or vulnerability assessments to evaluate compliance with security regulations and identify deficiencies. Experience assisting with the development or review of security policies, procedures, directives, or guidance to ensure compliance with higher headquarters or regulatory requirements. Experience maintaining records, databases, or reports related to security training, risk management, incident reporting, or protection program requirements. Experience assisting in coordinating or monitoring security contracts, visitor control, access control, or guard force operations. Experience supporting training, exercises, briefings, or simulations related to security, emergency management, or force protection programs. Experience working with military, federal, state, or local agencies to support security, protection, emergency response, or law enforcement coordination activities. Experience analyzing information, reports, or data to identify security vulnerabilities, trends, or program deficiencies and recommending corrective actions. Experience assisting with planning or coordinating installation protection, mission assurance, or risk management activities to protect personnel, facilities, equipment, or classified information. EXPERIENCE REQUIREMENTS: Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification. Your record of experience and/or training must show possession of the following knowledge, skills and abilities needed to fully perform the duties of the position: - Knowledge of a wide range of security specialties to include physical, personal, and operational security to identify and resolve conflicting and complex policy and program objectives, and procedures within the security functional area. - Knowledge in the specialized field of protection functional areas including antiterrorism, and physical and operations security. - Working knowledge of information operation security to review classified material. - Working knowledge of protection construction standards to assess and sign off on installation construction projects. - Ability to articulate effectively and provide advice and recommendations to supervisors and other security experts or groups at higher and lower echelons. - Ability to utilize a computer to write reports, access the internet to research intelligence reports and current, world events, and to maintain the MARMS. - Ability to undertake long-range studies, projects, or forecasts independently as a member of a group, or as the organizer and director with the purpose of enhancing security systems efficiency or influencing future security planning, policies and programs. - Knowledge of a wide range of security specialist, concepts, principals, criteria, requirements, technology, and practices and ARNG's mission, functions and structure to the unit level- Knowledge of DoD and Army mission, functions, and structure to the unit level to ensure effective implementation oversight of programs plans and processes. - Possess a thorough knowledge of security forces programs and governing policies, directives, instructions, and procedures. - Comprehensive knowledge of analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects, and effectively results for the effective management and completion of programs. - Skill in oral and written communication methods and techniques at various levels and venues. - Ability to effectively manage and organize various program activities and tasks, singularly and together, and familiarity with administrative requirements of the JFHQ, NGB and Army. These various programs include the need to access the availability of materials, relationship to other protective programs and cost/benefit consideration from within the Protection community. - Knowledge of Mission Assurance Risk Management System (MARMS) - computer program used to record and assess vulnerabilities associated with a specific installation.
